
TESSA BERNER
Capitol Hill veteran Tessa Berner possesses a diverse and valuable background in fields ranging from legislative affairs and foreign policy to finance and data analytics. Tessa joined The Ingram Group from the Republican National Committee, where she served as director of finance data. Tessa led a team of analysts in developing data-driven fundraising strategies for members of Congress and congressional candidates. Tessa’s work optimized donor outreach, improved return on investment, and streamlined financial data collection through technology integration. Under her leadership, the team implemented data standardization techniques that enhanced efficiency and improved transparency.
In addition to her expertise in finance and analytics, Tessa has a strong background in foreign policy and legislative affairs. She served as a research assistant at the NATO Parliamentary Assembly in Brussels, where she analyzed geopolitical issues and contributed to reports on international security. She also interned with the U.S. Senate Foreign Relations Committee under former Chair Sen. Bob Corker, tracking legislation, preparing briefing materials for the committee, and supporting key policy discussions.
Tessa earned a bachelor’s degree in business marketing and international relations from the University of Tennessee. She studied international business in Barcelona, where she deepened her understanding of European markets and economic structures.

Outside of work, Tessa enjoys traveling, attending live music events and visiting museums.
